More than 60 organisations have been chosen by the Scottish government to help make 'comprehensive and robust' changes to the National Care Service Bill.
Local health and social care leaders, care providers, and organisations representing carers and people with experience of accessing and providing care have been selected as initial members of an Expert Legislative Advisory Group.
The terms of reference for the group say it will act as a ‘sounding board’ and advice-giving body for the Scottish government, with a focus on stage 2 amendments.
Around 40 representatives – all nominated by government policy leads due to their role, national position or lived experience – attended the first virtual meeting of the Group at the end of March.
The Chair confirmed that the Group will run for the entire passage of the Bill, with the possibility of it being further extended.
Scottish Labour has been calling since at least February for an expert advisory group to be set up to support the development of the National Care Service Bill.
Carol Mochan, a Scottish Labour member of the health and social care committee, told MSPs that her requests to the government to set up an expert group were rejected.
Health spokesperson for Scottish Labour, Jackie Baillie, said such groups are critical to ensure bills are able to be properly implemented.
She told MSPs at a debate in February: “An Expert Bill Advisory Group simply does not exist for the National Care Service (Scotland) Bill, so there is a genuine lack of confidence that the proposed changes will work, and promises of co-production after the bill is passed are not enough.
“Witness after witness described the bill as “vague”, as lacking in vision and as failing to articulate a set of general principles.”
Less than a month later, the Scottish government confirmed the first meeting of the newly established Expert Advisory Group.
According to a note of the meeting, the main focuses of the Group will be the National Care Service board, integration joint board reform, the Charter and standards, and commissioning and procurement.
Membership is to evolve depending on the discussion topics of each meeting, with the large list of members likely to be split up for discussions based on different priorities.
Members will not be remunerated for their time.
